农村为城市提供生活资料及***业原材料，城市则向农村居民返回一部分制成品，以偿还农村的这一供应。

比起农村居民试着自己生产制成品，若他们从城市购买，可以付出较少的劳动而能得到更多制成品。城市为乡村的剩余产品---即超过维持耕种者生存的东西---提供市场，正式在这个市场中，乡村居民用剩余产品来交换到自己需要的其他东西。城市居民的人数越多，收入越大，为乡村居民提供的市场也就越大；这种市场越大，就越是有利于大多数人。

按照事物发展的本性，生存优先于便利和奢华，所以，促进前者的产业，亦必优先于促进后者的产业。提供生活资料的农村的耕种和改良，必然先于只提供便利品和奢侈品的城市的发展。只有农村有了剩余产品，换言之，超过维持耕种着生存的部分，城市才能获得其生活资料，所以，城市只能随着农村剩余产品的增加而发展。

如果这个社会没有获得足够的资本去耕种他的所有土地，完完全全***它的全部天然产物，那么，由外国资本来输出天然产物甚至有着相当大的好处，以便这个社会的全部资本可以投入最有用的目的中去。

因此，根据事物的自然进程，每一个发展中的社会，其大部分资本首先应当投入农业，然后投入***业，最后才投入对外贸易。

一般人认为，分工最完全的***业，乃是一些极不重要的***业。不重要***业的分工，实际上并不比重要***业的分工更为周密。但是，目的在于供给少数人小量需要的不重要***业，所雇用的劳动者人数，必然不多，而从事各部门工作的工人，往往可集合在同一工厂内，使观察者能一览无遗。

劳动生产力上最大的增进，以及运用劳动时所表现的更大的熟练、技巧和判断力，似乎都是分工的结果。

在进步的社会中，农民一般只是农民，***者只是***者。而且，生产一种完全***品所必要的劳动，也往往分由许多劳动者担任。

贫国的耕作，尽管不及富国，但贫国生产的小麦，在品质优良及售价低廉方面，却能在相当程度上与富国竞争。但是，贫国在***业上不能和富国竞争；至少在富国土壤气候位置适宜于这类***业的场合，贫国不能和富国竞争。

有了分工，同数劳动者就能完成比过去多得多的工作量，其原因有三：第一，劳动者的技巧因业专而日进；第二，由一种工作转到另一种工作，通常须损失不少时间，有了分工，就可以免除这种损失；第三，许多简化劳动和缩减劳动的机械的发明，使一个人能够做许多人的工作。

人由一种工作转到另一种工作时，通常要闲逛一会儿。在开始新工作之初，势难立即精神贯注地积极工作，总不免心不在焉。而且在相当时间内，与其说他是在工作，倒不如说他是在开玩笑。闲荡、偷懒、随便这种种习惯，对于每半小时要换一次工作和工具，而且一生中几乎每天必须从事二十项不同工作的农村劳动者，可说是自然会养成的，甚而可说必然会养成的。这种种习惯，使农村劳动者常流于迟缓懒惰，即在非常吃紧的时候，也不会精神勃勃地干。所以，纵使没有技巧方面的缺陷，仅仅这些习惯也一定会大大减少他所能完成的工作量。

哲学家或思想家的任务，不在于***任何实物，而在于观察一切事物，所只他们常常能够结合利用各种完全没有关系而且极不类似的物力。
